Question for Mario Kart DS

When selecting a Kart for any of the characters, there is a rating for items. I have noticed that no matter how full the bar is for the kart, you can still get all of the items. Does this criteria have any influence on what items you acually get or is it just something that I am interpreting wrong?

It doesn't influence on what items you get, but the effect on them.
For example, you obtained a star; and your item stat is high, that means that the length of time the star can be used is longer; same goes for the bullet bill.
Moreover, if your first, you have a higher chance of obtaining multiple items such as 3 bananas rather than 1.

To be honest, the items bar doesn't have too much infleuence, maybe a bigger chance of triple bananas or so. The only notable difference of the bar is in Time Trials. If you get a full bar, you get three mushrooms, medium bar, you get two and low bar, you get one.
