You know thats a very good question, I think that he can still move out if you ignore him and don't ship at least 1 recipe for 30 days, but I'm not 100% sure on this, one would think that he would.
Darkdamsel is right, that is a good question, but I've ignored him for....2 months? (seasons) and he hasn't left. Then again, I haven't been playing as often as I used to...i'm sure it'll be fine but just to be safe i'd send something quick.
