First you have to have Gannon on the island, then eventually he'll sell Bridge to Forest, which I think is after you buy Bridge to Meadow, if my memory recalls, and after you get Gannon to build it, you just walk from your farm to west town, then go left across the bridge and it'll do this whole thing where you meet the Witch Princess.
