1. You can only see him on sunny days.
2. You have to stay up really late. At 10 pm he will appear coming from the path to the other town. Then you can follow him around. Additional info at :

I talked to lumina once, and then I went to the path that leads to the other town, and he didnt show up! It was a sunny day on friday 15th at 10pm-12pm and nothing happend. Every day I try this and I'm talking to Lumina more but still, nothing :( can someone help me??
You have to activate the black heart event for him thats how you meet him
