How can I tell when my tool is avaliable to be upgraded?

On the touch screen page, click on the icon that allows you to see your statistics. Click on the icon of your character. You will see alist of your tools. There is a bar below each tool and that represents the tool's experience. When the bar is filled up, you can upgrade the tool to the next level. There are also these coloured 'dots' below the bar. They represent the level. (eg. Copper) When the respective colour appears, you can upgrade to the level. Hope this helps!
