I can't get to minning level 1. I tried to go to carter from 9 -11 thing but it did not work

You have to go to Carter in the tent after mining hours, and then go over to the excavation site (where the mines are). Carter will follow you in and tell you to knock down the wall with your hammer.
After 9 o'clock pm. You go to the ine hen he will get you to you don't have to go to the tent first...
Hmmm... The "time slots" are pretty correct... But you have to go to the mine with your hammer equipped. It should also be a sunny day.
Hmmm... I think it's impossible to trigger the event if it's tuesday...
