Well, you can't marry her until her heart level is at red. When she is at yellow heart level, you will bring her an item that you will find in the ocean. Once you give her this item, she will leave the basement for the ocean!! Tuesday evenings at midnight... You can go to the beach and speak with her. That's when you can propose. Good luck!
You can't marry her until you have gone through her last heart event then she will leave you can find her somewhere but I don't know where.
You must get the "message in the bottle" it's in the ocean I think around 10pm also you must own a pond
