The spinal pillar is below sea level. Get the sardinisaurus from the top of the big tree in the back of the pertrified woods after Joe modifies your sonar to detect the same. Then the patrol team will get back together in Joe's office. Go to the bonehemoth and get Robinson to help you find the right spot to tickle the whale to make it dive down to the pillar for you. Be aware that this is the only time you get to the seabed caverns, so make sure to have spots in your case available to collect some rare fossils. Unfortunately, the game does not let you linger here at all and once you inject the calcium into the spinal pillar to save the islands, you poof back to Joe's office, again no chance to stay.
