When is one able to use the Fossil Cannon? I have heard anywhere from level 2-level 4

I cannot remember the exact level, but I do know that when it becomes available, a message will pop up no matter where you are to let you know when it is available for use.

Somewhere after round 1,but before round 2,after leaving the fighter station.

After round one because the man in the fossil lawn is fixing it when you first get the and after the first round it will say fossil cannon now available for use

You can olny when you are a level 4 I got it from my bother.
