I can't get to the last shrine, the black jaques dude keeps on telling me to go finnish the tournameent, what o I have to do to get him to go away?

Hey man the same thing is happening to me i have no clue wat to do!! I looked in walktroughs but still nbo help! i went back to try n battle thye commisioner but the guy wnt let me in??? HELP PLEASE!!!!!
You have to find the commisioner I think I'm not sure what part you guys are up to though if I'm right you have to find the commissioner down at the toarnament arena looking thing place on the desert I hope I'm right
Just challenge the commissioner to a fight. It doesn matter if you will be defeated in that challenge.......then after the fight, the sealed bridge in the infant isle will open leading you to a jetty that will bring you to the north side of the celeste island^^
