I have 46 balloons and the T.T. Amulet. I have also unlocked all of the balloons from all of the tracks. How many more do I need to race Wizpig the second time.

I had the same problem. Did you draw the balloon on the beach with the string? Did you do all of Taj's quests? Did you get the frozen balloon in the water? I forgot to draw the balloon on the beach with the string.
