While on Skyarrow Bridge, you may see a girl standing on the bridge (next to the guy in the orange shirt at the right of the bridge). The girl wears white clothing and will disappear when you walk close ewnough to her. If you do not see her, keep going in and out of the left or right entrances and try talking to the old lady (in the purple shirt) who is through the right entrance.
