Ok this is how:

1:Get Manaphy and do 5 jobs(if you don't do jobs it wont work)

2:After doing the 5 jobs Manaphy will appear and say it found a relaxing resort called Marine Resort

3:Beat Palkia and let him join you

4:Go to Luminous Spring and it will say you can evolve!
