You can unlock the National PokeDex after seeing all 151 Sinnoh Pokemon(excluding Manaphy). Go visit Professor Rowan's lab and show him your Pokedex. Professor Oak will then appear and upgrade your pokedex to the national pokedex. Pal Park will also be unlocked.
