The best place to Special Defense EV Train would be by surfing on Routes 4, 17, and 18. There is a 100% chance that Frillish appears in these areas. The Frillish are very weak, being between Levels 5-15. Your Pokemon will receive 1 Special Defense EV Point for every Frillish it defeats. That's 2 Special Defense EV Points if your Pokemon has Pokerus!
