Depends are you talking about Gaara's One-Tail or Naruto as the Nine-Tails with only one tail?

For Gaara, simply push down on the control stick and push the button that activates a special.

For Naruto, you need to unlock Ultimate Nine-Tailed Naruto to play as him. You can unlock him by playing through the missions list as a couple characters I believe. If you have Sasuke 2nd State, you can play through his missions list to unlock Ultimate Nine-Tailed Narutoe.

You have to beat more depending what difficulty level your on. Change it to level one for the lest amount of ninja and four for the most amount (I think it's 20)
