No, you can't. You can get Burn/Torch in Firestorm and Gazel/Gazelle in Blizzard. They're version exclusive. Unless you trade between the versions, he's unobtainable.

The only way to do it without cheating is by either levelling up your players or you players shots. The shots I recommened are Byron loves God break,Axel Blaze's Fireball storm,David Samfords Emporer penguin no.1 and Shawn Froste's legendary wolf
