If you mean the one that has the sighn that says please do not strick the walls rocks may fall you first have to go through the little maze thing and go next to the sign then face twords the log and use the move force. Then the rock will fall and you see it bust a hole in the ground and you need to go down the rail road track into the hole and make your way to the third water beast and then you need to battle it. I think it has 1300hp water is not good against somehow fire is wierd isn't it. Once you beat it there is a chest behind him.

Ok, to get back to Tolbi, simply walk/run to the right side of Tolbi. There is a cave there. Walk inside it. When you walk up the stairs, you will have to use move to pull the rock into the water. If you go north (still inside the cave) you will find a Lucky Medal and an Apple. After that, either go down until you find a rock. Use Lift, then exit the cave. Hope this helped :P

To lower the bridge, you have to save Tret in Kolima Forest by fighting his evil self inside of him, then using the Water of Hermes on him. The Water of Hermes can be gotten after completing Mercury Lighthouse by using the Empty Bottle in Imil on the fountain at the base of the Lighthouse. Once Tret's healed the bridge worker will be able to lower the bridge.
