Because you have to beat the all levels and bosses without cheats
First.
THen you can use cheats perfectly and BE SURE TO TURN ON THE CHEATS IN THE GAME MAIN MENU BEFORE GO IN THE GAME.

Or you can enter this cheat at the Enter Cheat Code screen: BEWAREOBLIVIONISATHAND. Do so and the level cheat will work.
