This is what you do: Make sure you have gotten 8 stars to defeat Bowser in the Dark world.
(He's in the big star door in the main room of Peaches Castle.) Once you have, you have access to the basement. Once you are in the basement, roam around for a bit. There is a door that leads you to Hazy Maze Cave, and there is a door that you are lead to by Blue flames. In that room, there are two pillars. (the two isolated platforms in the middle of the room) Ground Pound them. After that, the Castle's water will no longer be there. Hope this helped!

So, you have to go into the room where there is a pool right next to the wall. You have to dive under the wall and you'll have swam into a new room with a frame on the wall, and an underwater door. You'll climb onto one of the platforms partially covered by water. Press A then z to sit down hard on the platform which will trigger something that will drain all the water. Then you can easily open the door which will lead out into the now empty moat. Happy gaming!
