Swim towards the eel and then go back to the entrance to the level you have to wait until he comes out (which starts slowly after you go near him). Once inside the ship, you must drain the water by opening the chests in the right order, and then you need to jump up the platforms to reach the star.
The eel will come out after you get the star out of the sunken ship the eel might attack you when it is swimming around so be carefull
I forgot the mission. But clearly it will work, get to the eel then it will come out. He holds a star on his tail, so be careful he might slightly hurt Mario.
