The enterance to Dragon Forest is located at behind the waterfall to the left of the Wizpig head. Simply fly low into it or use the hovercraft and head straight into the middle of the fall.
I remember a waterfall next to Wizpig's huge head that I went inside. It led into a cave with a door that said "16" on it. And I also had 14 balloons at that time so I'm not sure if it's the dragon forest entrance.
