How can the same person steal money in a Bank Heist from the same person 2 or more times within minutes of each heist? A different person shows up in my game each time.

This is random, chosen by an algorithm in the game. There is no way to select your target for a bank heist.
This is happening to me I am being bank heist 30+ times per hour and no help from customer service I'm completely frustrated I can't progress in a week it's ruining as ny chance of winning anything
