There is a mini game that you play to get pool toys. Merge the pool toys to get up to level 8 or 9. This will be the level where you can use the toys. Each toy will take a moth and a butterfly to work. Once the timer goes off then you will get items that you need to make the sign. It will take a number of moths and butterflies to feed them. You get the moths from the post lights and butterflies from the orange flowers.
