They don't hatch (timewise) they are used to place in "friend's" towns for them to click on and receive more snakes to bash.
You can't place them in your own town and are only used for your friends.
Hopefully you have some pretty good friends on your list and you can reciprocate placing snake eggs in each other's towns for maximum benefit for you both.
Common practice is to place eggs in towns of friends that have done the same for you.

Opening the eggs in your town.
Simply go into Snake Mode and tap them as if you would the snakes. A snake will slither out and you can at that point bash it and take his Snake or Egg.
