The game is telling me to build burns manor but it still has the lock on it? How can I build it?

You need to complete the executive lackey part 1 quest which is to send homer to do a plant shift. Executive lackey part 2 will be to build the burns manor.

I have the same problem, the game is promoting me to build Mr. Burns Manor but nothing will come up. And yes, I have already sent homer to work a 16 hour shift..twice!...any ideas

Has anybody figured this issue out cuz I still can't build it either no matter how many plant shifts homer does
