The animals signify lost cats and dogs. When you click on them, you have effectively ‘found’ them - same applies to wallets and bags icons, that also pop up. You are awarded ‘stamps’ for these, which, when you have collected at least 12, you can click on the ‘Post Office’ - rotating envelope icon on map - and you are then able to open envelopes/packages, that contain various items/rewards.
