No, you can not get unlimited Gems without a hack or jailbreak. However, you can get a small amount of gems by clearing debris around your town, which, if saved may lead to hundreds of gems you can spend on builders, or boosting your Elixir or Gold collectors.
And to have a great base and keep your Elixir safe, you can farm. If you want a demonstration, in search Clans, do -[DARKLORDS]- Then click on the player, jedwards and see a great farming base.
