Its not a level. You have to complete a certain "goal" to unlock this oven.

I have completed the bitter loser task but when I try to buy anything from the sweetco range, it doesnt appear anywhere. It doesnt even show as locked. It's just not there. No tables, chairs, wallpaper or tiles.
