I am level 15 and have all available houses. The population hasn't increased from 84 and have added multiple houses. Any thoughts?

You need to get community buildings and production buildings. The production allow for more people but the game will tell you when you need more community buildings.
Houses earn coins.
Production units and community buildings earn population increase.
