Well the only time you actually give people your masks are at the very end. When you are at the very end of the game you have to "lend" your masks to certain people in order to advance to the final boss. Otherwise you don't really "give" your masks to anyone, you simply use them to help you get through the game while trying to get back Majora's Mask. Good luck!!

You give the Bunny Hood to a guy running around Hyrule Field. He usually starts running from the entrance to Hyrule Lake and goes counter-clockwise around the ranch. He will take a break once it gets dark.
The Skull Mask is given to the Skull Kid in the Lost Woods (enter and go left), in Kokiri Forest.
The Keaton Mask is given to the guard guarding the gate in Kakariko Village, at the base of the volcano.
The ugly, wooden mask is given to the boy playing in the Graveyard in Kakariko Village during the daytime.

Keaton Mask: Go to Kakariko Village, put the Mask on and talk to the Guard standing by the Gate to Death Mountain Trail.

Skull Mask: Go to the Lost Woods from Kokiri Forest, turn left, put the Mask on and talk to the Skull Kid.

Spooky Mask: During the daytime, go to the Kakariko Graveyard, put the Mask on and talk to the little kid impersonating Dampe.

Bunny Hood: In Hyrule Field, try and find the Running Man (usually a lot of dust near him - he's hard to find), if you see him, play the Sun's Song to make it night (then he'll stop running). Now, put the Mask on and talk to him (I suggest doing this when you're Wallet is empty - he'll fill it)!

Mask of Truth: Once you sell these 4 Masks - you can have this Mask. You can use it to talk to Gossip Stones - the things that, if you attack, tells you the time, with the Mask on, each one tells you a little secret about the game.

Goron Mask: Like the Mask of Truth, sell the first 4 Masks to get this one - it doesn't really do anything but get strange repsonses from the Gorons.

Zora Mask: Same as the Goron Mask, only it gets weird responses from the
Zora's.

Gerudo Mask: Once again, gets different responses from the Gerudo's.
