In adventure? Just practice by starting on Very Easy then Easy And finally Normal. Normal, Hard, and Very Hard are the ones he appears on. Just get to him within 18 minutes.
In event? If your triing to get to him in event mode... Good luck.

Beat Adventure mode on Normal or higher difficulty in under eighteen minutes.
You can also face him in Event 51: Final Destination Match. Either time you face him, he can easily be taken down.
