NO! There might (big underline on might) be a way with Action Replay or GameShark, otherwise, it's impossible. You can get a Toad trophy though.

Normally no. Toad was just rumored to appear in Super Smash Brothers Melee if you hit all the credits once you beat Classic or something like that. Obvioulsy Nintendo wouldn't make people do something like that to unlock a character. The only times you see Toad is when Peach uses her B attack and on Stage 1 on Adventure.
