Out of the Poke` Balls, is Suicune rarer than Ho-oh, and is Lugia rarer than both?
I'm just asking, because when I play with my friend, she always gets Ho-oh, and I can never find Suicune or Lugia. I've gotten Ho-oh once before.

I am guessing that Lugia is rarer than both of them, because I get twice as many of Ho-oh than Lugia, and triple that of Suicune!
GOOD LUCK GETTING A LUIGIA!
I come across Lugia more than Ho-oh and Suicune. I would probably say that Suicune is rarer than Ho-oh. To test this I suggest you try Event Match 37 and you can put lots of pokballs in on Practice.
Well, Lugia, Ho-oh, Suicune, Raikou, Entei and Mew are the rare Pokemon in this game. However, Mew is the only one that is the hardest to get. The rest of the rare Pokemon just come at random times, so it could just be a coincidence that your friend got Ho-oh alot and you never got Lugia or Suicune because I get Ho-oh once every time I get 3 Lugias!
Ho-oh is actually rarer than Suicune, but Lugia is rarer than both of them.
