You have to get 60 earned Shine Sprites. By 'earned' I mean not bought by the wierd raccoon guy near the portal to get to Ricco Harbour.
Actually...you have to complete Episode 7 in every level (the Shadow Mario ones.) Then Delfino Plaza will flood and the opening to Corona Mountain will open. Swim back near the Shine Tower and the entrance to Pianta Village, then go through the opening.
What you you have to do is get the 7th Shine in all 7 Levels for Delfino Plaza to flood and get into Corona Mountain...
The 7th Shine is the one where you face Shadow Mario - the 7 Levels are: Bianca Hills, Ricco Harbor, Gelato Beach, Pinna Park, Noki Bay, Sirena Beach and Pianta Village!!!
Get through Corona Mountain to fight the end boss...
