You know the level where there is a beam of light on the floor how do you get in there??? Plzzz help

You mean from Delfino Plaza, by that fountain and the dock?
Just stand in the circle, hit the Y-Button and use the Control Stick to look at the Sun - voila, Noki Bay!

To get into Noki Bay walk into the sunlight, press the Y Button to go to manual search, and look into the sun. And your in Noki bay.
