You have to get the 7th Shine in all 7 Levels for Delfino Plaza to flood and get into Corona Mountain. That's at least 49 Shines; the 7th Shine is the one where you face Shadow Mario; the 7 Levels are: Bianca Hills, Ricco Harbor, Gelato Beach, Pinna Park, Noki Bay, Sirena Beach and Pianta Village.

Its simple, once you capture Shadow Mario everywhere then he will flood

I've reached level 8 on everything with 63 shine sprites but no flood... Anyone help??

I had the no flood problem, turns out I was ignoring an area - Pianta Village (accessed through the pipe on top of the big shine gate). Posted just in case you'd done something similar. Make sure there are 7 areas in which you have 7 shines (not including the plaza or airstrip).
