You need to break them to get the blue coins.

The best way is to grab one of the timer bombs that the mole guy throws at you.

Stand by a basket and wait for a Bullet Bill to hit the basket to obtain the Blue Coin within!

You can also lure a Bullet Bill towards the basket. They try to chase you.
