When the light in the plaza starts to shine over the sewer that is painted like a sprite what do I do.

If you are talking about the thing where people are stareing at the sun go in the circle of light and look at the sun to be transported to word 6, Noki Bay.

Stand under the sunlight and look at the sun!

You stand in the middle of the light, and use your "Y" button to move your camra view around at will. You just use it to look into the sky untill you see the sun, then it will take you to Noki Bay.
