After you beat all Shadow Mario missions, Delfino Plaza gets flooded. Or at least it should be...
When you beat Chapter 7 in each "world", Delfino Plaza will flood.
Once you get the 7th Shine in each Level - the one where you face Shadow Mario, Delfino Plaza will flood and you'll be able to enter Corona Mountain...
i heard from people on wikianwers , yotube and ask.com that you have to beat all the shadow mario's in each level OR you just have to beat pinata village's shadow mario so when you do that you'll see the place flooded everyone on the roofs and then you'll see shadow mario go into carona montain and see what you can do from there
