Yes but not by cheats.
Just play like 200 rounds of vs mode.
PS. I am not sure if it is 200 rounds, but it is alot.
Those are the only characters. There are, however, many multiplayer weapons, stages, and, types of games that you can unlock.
there are no characters other that the above mentioned
i have played over 1000 matches
the last time i unlocked something was at 260 (simple stage 5)
i dont know if u can get panther leon or rob and all those people but if you cannot it would be weird because if u can get wolf u should be able to get all the other main characters

Yes you can! I've been playing this game at least for a few years and if you get 5,000 games played(GP) you get Leon, and you get panther with 10,000 GP! Panther runs fast and jumps pretty good but health sucks. His flight skills are good though. Hope this was good info!^-^

Yes you can you have to play in vs mode 10 times
5,000 AND 10,000 MATCHES!? I've Only Done 300 And Something Matches...

I got this the day it came out iv played 13,482 matches and you don't unlock panther or leon or anyone liar
U can unlock them you have to play like 460 or something for leon and around 500 for panther and you can also unlock oikany and pigma and their ships too look up cheats
I personally wish you could but no I tried myself
