I don't know about the metel overlord but to be Super Sonic, you must get all the Chaos Emeralds and must have over 50 rings in the level you are in.

I don't know about any Metel Overlord.

Metal overlord is the very final boss of the game.you find the fifth story when you beat the game with all teams

To unlock those two, beat the game with EVERY team and collect all the chaos emeralds.
To get a chaos emerald, go to the second level of an area and in that level there'll be some cages containing keys. Get one and finish the level without getting hit. You'll then have to do a bonus level where you need to catch up with the chaos emerald before it gets to the end. You can collect baloons to fill a boost guage which you can use to catch up with it. Once you catch up with it you get it.
Collect all the chaos emeralds and then you'll unlock a new story where you fight a boss called Metal Madness. Beat him to fight the Metal Overlord as Super Sonic.
As for question 2, I'm going to have to ruin the story for you. It turns out that Eggman was actually Metal Sonic in disguise and as Eggman copied the data of the powers and abilities of all the teams and harnessed them to become Metal Madness. Metal Overlord is the way stronger second form of Metal Madness.
Oh and supremegamer, GET THE ******* GAME RIGHT PLEASE!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!

If you don't want me to spoil it then stop reading. Metal Overlord is the last boss. He is UGLY!!!!!!!!!!

You get to be super sonic on the final boss. Metal over lord is the final form of metal sonic after metal madness which is the boss before that. Also you need all 7 chaos emerlds

Collect all the Chaos Emerals and you'll get the last story, find out that Metal Overlord is Metal Sonic, and fight him with Super Sonic and Tails and Knuckles super forms!

Oh, and Supremegamer, get with the ******* program, find out what game we're talking about, and stop drinking and getting high while talking about games on your ******* computer!
