Yes I do it all the time. Downstairs in Phenac city when the crisis is over. Prof. Jolton

Yes. You can trade from Emerald and other versions to this game. Just go to Phenac City and go to the Trade Center in the Pokemon Center and link your Gameboy Advance to the Gamecube.

Yes after Phenac City has been released from Cipher. Just go down the Pokemon Center and you can trade but you have to deafeat Master Greevil (Mr. Verich).
