In the Under, Silva will give it to you once he gets captured from the Cipher Peons. Go up to the side of the cage.

You're in the Under, right? Oh, of course, you know what the disks are...well, anyway, when you give the disk thingy to that kid who runs the Kids Grid (Nett?), you'll go back to the elevator (from whence you came), and Silva will be there. Go talk to him through the side of the cage. He'll give you the R-Disk. Remember: You battle Lady Venus 3 times, but it's best to get Suicune here!
