The badge to get Ms. Mowz is in the middle of the room in Hooktail's castle where you fought Hooktail. You need to use Flurrie to blow away an invisible thing in the middle of the room to reveal a treasure chest containing the badge then return to Ms. Mowz and she will reveal she had hid the badge to see if you could find it then she will join your party
In Hooktail Castle, in the place where you fought Hooktail, use Flurrie to blow in the middle of the place to reveal a chest. It has the badge your looking for. But maybe the reason you're having trouble is because you didn't accept the mission.
