Well I've just gotten wavebuster and iam not sure what to do next since I can't get the the door under the water where you get wavebuster also when do I get the grapling beam

You can't do anything else in that room where you got the Wavebuster yet. What you need to do is go through Magmoor Caverns back to Phendrana Drifts. Now that you have the Wave Beam, there's a new path for you to take - head to Ice Ruins West and go through the purple door there...
Oh and don't worry about the Grapple Beam yet - since I don't wanna spoil anything for you, I'm just going to say that you have a long way to go before you'll find it!
In the chamber, you have to go underwater to get the Artifact of Lifegiver. You'll need the Gravity Suit and Space Jump Boots to get it.
