I need a walkthrough on how to get the grapling beam.

Please answer my question I'm new and desperate.

Hey newbee! Just letting you know (and anyone who asks questions for that matter), it helps us answer your questions if you tell us what you did last, like if you just got to Phazon Mines because it lets us to know where to start from...
Anyway, to get the Grapple Beam, starting from the Main Quarry or where ever you're closest to (jump in at any time to the following rooms), make your way through: Security Access A, Mine Security Station, Security Access B, Elite Research, Research Access, Ore Processing, Elevator Access A, Elite Control Access, Elite Control, Ventilation Shaft, Omega Research, Dynamo Access, Central Dynamo, Quarantine Access A and finally to Metroid Quarantine A. In this room, you'll need to line up the Yellow Track (it may take you some time, but I'll let you figure it out), once you've done that - you'll be able to enter the room that has the Grapple Beam in it!
