The Artifact of Elder is located in the Control Tower of Phendrana Drifts...
What you need to do is...
Once entering the room - kill the bad guys - then get up into the one of the two towers with an icey window in it - melt the window with the Plasma Beam and fire a Super Missile off into the distance to take out the Tower that contains the Artifact...
Once the Tower falls - it will show you a Morph Ball entrance!
When you enter the Control Tower, go through one of the windows mounted above the purple hatches. One of them has a bunch of metal boxes in front of a window- blast them away. There will still be one box remaining, just leave it alone, you can't destroy it. Now, peer out the window and press L. You will lock onto some fuel tanks. Shoot a Missle at them to knock over the tower. From there the game will show you where to go.
