You can find the Grapple Beam in Phazon Mines; in the room with the red, blue and yellow spiderball tracks in one of the doors at the very top of the room; but only after you have the Morphball bomb.

Jetfire75 answered:

The Grapple Beam is found at the top of Ore Prosessing but actually you Power Bombs.

darkboarder_77 answered:

You have to modify the Spider Ball tracks by Bombing the Bomb Slot located nearby the layer of Spider Ball track that it is connected with. What I mean, is, that there is a big cylinder with a mess of magnetic tracks, right? Well, you have 3 layers of the cylinder, each one controlled by a Bomb Slot. Every time you Bomb the slot, the layer of the cylinder that is controlled by the slot you Bombed will turn 90 degrees. I forgot how many times you have to Bomb each slot to align the cylinder properly, but I know this:

You have to line up the colors of each track correctly to reach the next balcony with the next Bomb Slot. You must have to Power Bombs to work out the final Bomb Slot to clear the obstructive Bendezium.
