To beat him, suck at him and point him at the unicorn's horn he should pop when he does suck up the ice ghost then shoot away at the little Boos they shold freeze. Suck them up when they hit the ground frozen.
Doing this also increeses your Boo metre.

If you mean on the balcony you beat him by making him poke himself and freeze some of the boo's (the elemant is near the stahue)(spelling) trick them to come to you by turning your back on them and when they are near enough you freeze them and suck them up).
To defeat the boos on the balcony you must freeze them by making them pop just like magaboy said and vacuum them up when they are frozen
First make him poke himself with a horn than he will explode into boos then spray ice on them and then they will fall onto the ground then vaccum them and keep on doing the same thing over until you vaccum up all the boos.
